PSARA Licence in Delhi

PSARA stands for the Private Security Agencies (Regulation) Act, 2005. In Delhi, licensing of private security agencies is handled under the PSAR Act, 2005 and Delhi Private Security Agencies (Regulation) Rules, 2009 through the Controlling Authority under the Home Department.

  • Applicable to private security agency business
  • Antecedent verification of persons forming the agency
  • Training arrangements for guards and supervisors
  • Licence area can cover one district, more than one up to five districts, or the whole NCT of Delhi
  • Licence validity is generally 5 years, subject to the Act and Rules
  • Renewal and continuing compliance are required

What is PSARA Licence in Delhi?

The Private Security Agencies (Regulation) Act, 2005 regulates private security agencies and provides that a person cannot carry on or commence the business of a private security agency without a licence issued under the Act.

In Delhi, the Home Department identifies the PSAR Act/Rules as the framework for grant and renewal of licences to security agencies and security training institutes. The Delhi Rules provide for application, antecedent verification, police inputs, training requirements, grant of licence and renewal.

The licence process therefore involves more than submitting a basic business registration. Applicant and management documents, affidavits, training arrangements, address details and police/antecedent verification may be examined before the licence is granted.

Shree Meeracorp assists applicants with document preparation, application coordination, training-related documentation, verification guidance and departmental query handling.

Delhi Rules also contain requirements regarding information about persons forming the agency, changes in address or management, training, criminal charges and other continuing obligations. The licence should be displayed and agency records should be maintained as required.
